Motion Blur simulates fast movement—fast enough that it appears as a streak. Both can be abused, and used to cover up bad graphics... as seen in the recent Transformers movies, but this is not why these are available.

It's more for vats, but you might want to try it out to see if it gets rid of that effect, because that's radial blur that won't go away.
